Well, I spoke to the engine shop that built the engine and he has agreed to take it in and fix it. After looking at the broken bolts, lifters, and rocker arms it became apparent that the rocker arms were not big enough for the retaining bolts. The lifters pushed on the rockers and they had no where to go, so they snapped off sideways and led to major failure.
I'm stoked that he's taking it personally and going to do everything possible to make it right. It sounds like the car has been bumped to number one priority and he should have it turned around in a few days. Good news!
